What is Corral?
Corral is a free online platform that helps Tribal leaders and Native advocates easily find and track Tribal Consultation opportunities in one place.
Tribal leaders shouldn't have to spend time tracking down information on government-to-government consultations that impact their communities.
Too often, the process is unclear, the timing is off, or the information is buried. That’s why a group of researchers, students, and volunteers came together to build Corral—a free, searchable tool to surface Tribal Consultation opportunities from across the federal government.
With Corral, tribal leaders can:
Track upcoming consultations in one place
Search by region or topic
Avoid overlapping meetings
Access past opportunities for context
It’s small, open-source, and built with care
What is Tribal Consultation?
Federal agencies issue thousands of proposed rules each year to implement policies passed by Congress. Since 2000, they’ve been required to determine whether Tribal Consultation is necessary—specifically, if a rule could significantly impact tribes or tribal lands—and, if so, engage with tribes outside the standard public comment process.
Tribal Consultation is a key part of how the federal government upholds its trust responsibility. This government-to-government process is designed to elevate tribal voices in rulemaking and incorporate Indigenous Knowledge (IK) to make policies more durable and responsive to Native communities.
Corral makes it easier for tribes to track and search Tribal Consultation opportunities by date, agency, policy area, invited tribe(s), and more—saving time and resources so tribal leaders can focus on running programs and shaping policy.
Who We Are
Corral was founded by Elise Blasingame (Osage), a researcher and public servant. The Corral team is made up of volunteers: students from the Georgia Institute of Technology, Emory University, and Arizona State University, as well as those who work professionally in software development, U/X design, Indian law, and tribal governance.

We’re looking for partners to test out Corral during our pilot test in 2025:
Tribal Leaders: If you are an elected or appointed Tribal leader, or staff at a Nation department where you are asked by U.S. agencies to weigh in on proposed rules or policies, Corral is built for you! Use the form below to sign up to test Corral in Q3-Q4 of this year.
Native-led Professional Associations: If you are staff for a professional association that represents Tribal Nations, businesses, trade or other Native professional groups - we want to hear from you! We find that many leaders find out about Consultation opportunities through your work. We want to help you do this work for free and with greater efficiency.
Law Firms: If you are a lawyer or firm with Tribal Nation clients in the U.S. - we want to hear from you! We are interested in learning how you prepare your clients for responding to and participating in Tribal Consultations.
U.S. Government Staff: If your federal agency or state government is interested in working to ensure tribal consultation opportunities are easily communicated to Tribal Leaders via Corral, please contact us! We hope this will serve as a tool to help you choose dates where there are not existing consultations to encourage full participation. We are particularly interested in partnering with staff who work as Tribal Liaison Officers or in regulatory affairs.
